Jul 22, 2012 · Location. Central Illinois. Tractor. New holland mc28. Hello, Just picked up a new to me, new holland mc28 yesterday. Everything works good, except the fuel gauge. And the real problem. And why he sold it so cheap, The pto lever wont engage the blades unless held all the way down in just the right spot. Once you let your hand off, it stops. It has two settings for the clutch and you can't engage the PTO unless you use adjust the clutch pedal to its highest point. The lower setting is fine for shifting gears but not for the PTO.
